He is Secretary General of the Central Italy River Basin District Authority. He is one of the leading experts in water and environmental problems and prevention of natural risks, he created and coordinated at Palazzo Chigi from 2014 to 2018, with Mauro Grassi, the “Italiasicura” mission structure for the fight against hydrogeological instability and for the development of water infrastructure. In 2013 he was Undersecretary for Infrastructure and Transport of the Letta Government with delegations to the Directorate General for Dams and Water Infrastructures. He was President of Publiacqua, the largest integrated water service company in Tuscany, completing works and interventions that made Florence and its province the first 100% purified Italian metropolitan area.
He was elected Regional Councilor in Tuscany from 2000 to 2010 and chaired the Environment Commission, promoting legislation for the protection of water and environment and de-pollution and safety measures for rivers such as the Arno. As a professional journalist and environmental popularizer, he has published books and guides on water, the effects of the climate, the natural environment, prevention of major risks. His latest book is: “Tevere Nostrum. Acqua, storia, natura, cultura”.
He promoted and organized three editions of the “International Gathering of the Mud Angels” – in 1996 and in 2006 and 2016 -, tracing the girls and boys who arrived in flooded Florence on November 4, 1966, and creating an organizational network.
He is one of the founders of Legambiente.
